Fibre-composite de-minimis report

The government is currently outlining its intention to introduce a new regulation for paper cups, which will mean that sellers of paper cups will have to offer in-store cup recycling points.

Description

The project carried out two key tasks in seeking to understand the factors associated with a potential obligation for sellers of cups to provide dedicated bins and recycling points for used cups: the first was primary research, speaking to a range of potentially-affected businesses to understand their preferences and constraints around being obligated to provide this; the second was to analyse pre-existing data to identify break down the industries/businesses that place fibre-composite cups onto the UK market.

Objective

The objectives of this project were to provide evidence to help inform Defra of the options for setting a de-minimis level should potential new regulation be implemented requiring mandatory in-store fibre[1]-composite cup recycling (supported by a recycling target).
