Expression of Interest: Producer Responsibility Organisation (PRO)

As part of the UK’s packaging Extended Producer Responsibility (pEPR) reforms, we have submitted an Expression of Interest (EOI) to support the development of the future Producer Responsibility Organisation (PRO) — a central body that will help deliver the UK’s packaging collection and recycling system.

We’re pleased to share that our submission has progressed to Phase 2 of the process, following the open call issued by Pack UK.

What does our EOI cover?

Our EOI outlines how we can support the creation of a PRO that is:

• Fair, effective and inclusive for all stakeholders
• Backed by 27+ years of compliance and packaging data expertise
• Grounded in collaboration and transparency
• Designed to reflect the needs of producers, local authorities, waste operators and material sectors

We have stepped forward to help shape the process — using our insight to support a system that works for everyone.

Why this matters

The future PRO will play a key role in the UK’s packaging EPR system by:

• Coordinating household packaging waste collection and recycling
• Engaging with local authorities and producers to ensure system performance
• Helping define tools such as the Recyclability Assessment Methodology (RAM)

We believe it’s vital the PRO reflects the views of all sectors, and we’re committed to supporting Defra, Pack UK and the wider industry as this work continues.
