The Packaging Regulations were first introduced to England,
Scotland and Wales in 1997. Since 1999 the Scottish Parliament and
Welsh Assembly have introduced separate amendments to the regulations.
These amendments, in 2003 and 2005, follow the changes made to England's
regulations which are listed below:

The Packaging Waste Regulations were first introduced to Northern
Ireland in 1999. Further amendments were made later in 1999 and
in 2002.
