PAS 2060 was published by the British Standards Institute (BSI) in April 2010 and aims to provide a common and consistent approach for the demonstration of carbon neutrality for organisations, products, events, buildings, towns, cities and services. By doing this, claims of carbon neutrality can then be compared.
A declaration of commitment to achieving carbon neutrality requires an entity to determine its carbon footprint, in line with recognised methodologies, and then produce a Carbon Footprint Management Plan describing how it intends to achieve carbon neutrality.
The Carbon Footprint Management Plan should not only include plans of how emissions will be reduced, but should also include details of the procurement of carbon offsets for residual emissions (which are required to meet a specified standard). However, the specification does focus on encouraging entities to work towards reduced greenhouse gas emissions (GHGs) and to achieve genuine reductions in those emissions
