If your organisation owned at least one half hourly electricity meter on 31 December 2008 you should have, as a minimum, registered with the CRC registry and should possibly be fully participating in the scheme on an ongoing basis.
All organisations with at least one half hourly electricity meter in 2008 should have completed the online registration with the CRC registry by 30 September 2010, even if they were below the threshold or qualified for any of the exemptions. Organisations that fail to register will be fined a minimum of £500.

The CRC Regulations require full participants, to submit a footprint report in the first year of each phase and an annual report thereafter. The first footprint and annual report was due by 29 July 2011. Full participants are also required to maintain an evidence pack, which is a collection of records to show that they have complied with the CRC.
If you qualify as a full participant, the fines for failing to register start at £5,000 and increase depending on the severity of the offence. The Enforcement Agents also have a list of all electricity meters from the qualification period and contact details for their owners.*
